Khanh Hoa Provincial People’s Committee has agreed with the Ministry of Transport on the investment plan on Khanh Hoa – Buon Ma Thuot motorway project expected to be developed in the period 2021-2025, providing stimulus for the development of Southern Van Phong Economic Zone and connection to the Highland provinces.
At the recent working session between Khanh Hoa People’s Committee and the Ministry of Transport, the consultancy unit of Khanh Hoa – Buon Ma Thuot motorway project suggested 3 investment plans. Accordingly, the plan 1 suggests investing at one go in the motorway, 4 lanes, 24.75m roadway with 3.75m/lane. The plan 2 suggests investing in 8km from the National Highway 1 to the eastern of North-South motorway, 4 lanes, 24.75m roadway; the remaining from the North-South motorway, 110km with the roadway 13.5m initially (2 lanes, 3.5m/lane) and then up to 24.75m roadway to be completed at a proper time.
Khanh Hoa – Buon Ma Thuot motorway will be connected to the National Highway 26B.
In the plan 3, the motorway has 4 lanes with the roadway 17m initially and then up to 24.75m to be completed at a proper time. Through the preliminary assessment of the financial plan, on the basis of the scale of the project completion stage, transport demand forecast, investment requirements and the State budget funding, the consulting unit recommended the investment phases in the plan 2.
Nguyen Tan Tuan, Deputy Secretary of Khanh Hoa Provincial Party Committee, Chairman of the Provincial People’s Committee said the investment in the Khanh Hoa – Buon Ma Thuot motorway is essential. Khanh Hoa is making planning of Van Phong Economic Zone considered as an economic growth stimulus of the province. Meanwhile, Khanh Hoa – Buon Ma Thuot motorway is directly connected to the National Highway 26B leading to the Southern Van Phong Zone where Ninh Thuy Industrial Zone, a sea port, a thermal power plant, etc. are located. The province approved the investment plan 1 with the work done and completed at one go; and proposed the Ministry of Transport would upgrade and widen the National Highway 26B to synchronize with the motorway surface. With the investment plan without phase instalments, the province will strive to promote propaganda to speed up the site clearance when the investment is approved.
Deputy Minister of Transport Le Anh Tuan asked the consulting unit to take local suggestions into consideration to complete the investment plan. When the Provincial People's Committee issues an official investment plan, the Ministry of Transport will provide consultancy for the Government to submit the project to the National Assembly for approval.
The Khanh Hoa – Buon Ma Thuot motorway, 118km, runs from the intersection between the National Highway 26B and the National Highway 1, Ninh Hoa Town; to the Km12+450 Ho Chi Minh Road, Buon Ma Thuot in Dak Lak Province. The motorway is designed to have 4 lanes in the 2021 – 2025 period with a speed of 80 - 100km/h; 4 lanes, 24.75m roadway in the completion process. More than 1,000ha of land with resources is needed for the project. The total capital is expected at VND23,200 billion to VND25,700 billion. Compared with the earlier suggestion, the total length is 8km longer. The motorway is connected to the intersection of the National Highway 26B instead of the North-South Nha Trang – Cam Lam motorway and the lanes are reduced to 4 from 6 (completion phase).
Under Decision No. 1454 dated September 1, 2021 by the Prime Minister on approving road network development planning, in the period 2021 - 2030, vision by 2050, between the Highlands and Southern Central region are such roads as Nha Trang – Lien Khuong (Lam Dong) and Lien Khuong – Buon Ma Thuot invested after 2030; and Khanh Hoa - Buon Ma Thuot invested in the period 2021 - 2025. Therefore, the motorway connecting Van Phong Economic Zone and Buon Ma Thuot City, the center of the Highlands, is considered to be among the most urgent investment priority in the region.
