Education investment and development
Regarding preschool education, together with the implementation of the State support policies on preschool education development with tuition fee exemption and reduction and scholarships, the province has added some mechanisms to create the best conditions for education development. Specifically, they include the scheme "preschool education universalization for 5-year-olds in Khanh Hoa Province in the period 2010 - 2015"; Preschool education development plan in Khanh Hoa Province in the period 2018 - 2025; Action plan for the period 2012 - 2015 and vision till 2020 of Khanh Hoa Province to implement the national strategy on nutrition in the period 2011 - 2020 and a vision till 2030.
Since the school year 2012 - 2013, the province has provided VND220,000 /child/month in support of lunch for ethnic minority kids aged 3 to 5. The province has invested in the construction, renovation and repair of 143 kindergartens, 379 classrooms; and the construction of 12 new schools for 10 years. 100% of classrooms for 5-year-olds across the province have met standards with 80/162 public preschools meeting national standards. The province completed the goal of preschool education universalization for 5-year-olds in 2014, becoming 1 of 10 provinces in the country having achieved this goal 2 years ahead of schedule.
The province was recognized by the Ministry of Education and Training to achieve primary education universalization, level 3 at the end of 2018. The result has been maintained and consolidated. The rate of 6-year-olds going to school has been maintained at over 99.9%; the repetition rate at primary schools at 0.48% and the school dropout rate at 0.08%. With the junior secondary education universalization, the province was recognized by the Ministry of Education and Training to meet the standard of universalization of junior secondary education, level 1, at the end of 2018. 9/9 districts and towns have met the standards of universalization of junior secondary education. 139/139 communes, wards and townships have met the standard of universalization of junior secondary education. In the period of 2011 - 2021, the dropout and repetition rate at junior secondary schools has gradually decreased over years to less than 1.5%, exceeding the target.
Regarding illiteracy eradication for working age groups and re-illiteracy reduction among adults, the province has issued a plan on the implementation of a literacy elimination scheme till 2020. The education sector in coordination with departments, agencies, mass organizations and localities was required to develop the project.
In the period 2011 - 2021, the province has mobilized more than 3,000 people to attend illiteracy classes. Till the end of 2020, the literacy rate was reported at 99.4% at level 1 and 97.5% at level 2 among the ages of 15 and 60. Particularly, the literacy rate at level 1 among ethnic minorities aged 15 to 60 was 97.9%. 9/9 districts and towns of the province met requirements for illiteracy eradication.
Continuing focusing resources on education
Furthermore, community participation in education has been constantly promoted. The province has mobilized nearly VND200 billion from organizations and individuals to invest in classrooms and learning equipment at schools for 10 years, contributing to improving the quality of education universalization and illiteracy eradication; ensuring the implementation of support policies for disadvantaged students.
At the conference summarizing 10 years of implementing Directive No. 10 of the Politburo, Nguyen Khac Toan, Standing Deputy Secretary of Khanh Hoa Provincial Party Committee, Chairman of Provincial People’s Council highly appreciated the achievements gained in the implementation of this directive. He requested that in the coming time, the Party committees, authorities, the Fatherland Front and socio-political organizations at all levels would continue to strengthen propaganda and implement synchronously and effectively illiteracy eradication and education universalization; identify breakthrough strategies towards effective education universalization and illiteracy eradication. Besides, authorities all levels, agencies and localities should focus their resources on developing education and training; improving the quality and effectiveness of education universalization in rural, mountainous and island areas; effectively mobilizing resources in the society to promote the network of schools; concentrating on education planning, increasing investment in building national standard schools and upgrading learning facilities.
The goals Khanh Hoa has set goals till 2030 include continuing investing in school facilities and equipment and improving teaching staff, mobilizing five-year-olds to go to school; maintaining 100% of communes and district-level localities meeting the 5-year-old preschool education universalization; and reducing the rate of malnourished 5-year-olds to less than 5%. By 2030, the rate of 11-year-olds completing primary school will have reached 99%; 100% of district-level localities will have maintained meeting the standard of secondary education universalization level 2; the rate of people aged 15 to 18 having graduated from junior secondary school is 98%, etc.
