Van Ninh District, Khanh Hoa Province, has received funding for the construction of 2 storm-resistant shelters in Ninh Tan Island Village (Van Thanh Commune) and Xuan Tho Village (Xuan Son Commune) in 2021 in an effort to provide a safe place for local residents in natural-disaster-prone areas.
In mid October 2021, Van Ninh District People’s Committee together with the Provincial Fund for Natural Disaster Prevention and Control examined, approved and put a storm-resistant shelter combined with a nursery school into use in Ninh Tan Island Village. The construction is built on the campus of Ninh Tan Village Nursery School with a floor area of 225m2, consisting of 2 classrooms combined with a storm shelter together with sanitation facilities and a kitchen to serve local people during their stay.

The storm shelter has a reinforced concrete foundation with a reinforced concrete roof, unburnt brick walls, a ceramic tiled floor, a power system, fans, etc. with a construction cost of more than VND2.5 billion financed by the Provincial Disaster Prevention and Control Fund.
Ninh Tan Village has 137 households with 600 people. Most of the houses are not able to withstand calamities with roofs easily blown off by strong winds, thus affecting people’s lives. The spacious storm-resistant shelter combined with a nursery school will provide better learning conditions for kids as well as a safe and secure place whenever a storm season comes.
The construction of the storm shelter combined with a community building in Xuan Tho village (Xuan Son commune) has been 80% complete so far. The building has a floor area of 130m2, consisting of 1 living room combined with a village hall, a kitchen, sanitation facilities and electricity and water systems for community activities with a total investment capital of more than VND1.2 billion financed by the Provincial Disaster Prevention and Control Fund.
Xuan Tho community building is designed to be a storm shelter for some 60 households when Da Den reservoir releases water or during storms. However, the community building was damaged by the Damrey Storm in 2017. Therefore, the storm shelter combined with a community building in Xuan Tho Village will be a better place for community activities as well as a safe shelter in case of natural disasters, according to Tran Van Truong, Chairman of Xuan Son Commune People’s Committee.
The construction of storm shelters combined with community service buildings will make good use of the public works, contributing to improving infrastructures meeting new rural construction criteria. More storms shelters are still in need in critical zones to ensure safety for locals during storm seasons. However, due to local limited funding, the district has proposed the province would provide support for the construction of more storm-resistant shelters to keep people safe from increasingly extreme weather, said Nguyen Ngoc Y, Head of Van Ninh District Economic Division.
