Khanh Hoa Provincial People's Committee has just issued a plan to support labor market development until 2030 with solutions and targets towards sustainable comprehensive labor market growth.
Through a survey by the Department of Labor, War Invalids and Social Affairs, the Management Board of Van Phong Economic Zone, enterprises in Van Phong Economic Zone in 2021 has demand for 4,000 workers, a year-on-year increase of 40%. Most of the projects investing in Van Phong Economic Zone are of large size, requiring high-skilled labor.

The Department of Labor, War Invalids & Social Affairs has asked Khanh Hoa Provincial Job Center to increase job fairs linking job seekers and employers. However, the results from job fairs already held are still limited, not meeting the current job demand at enterprises. Most job seekers at the job fairs are unskilled labor. Therefore, it is necessary to take into account the expansion of the labor recruitment in other provinces and cities; focusing on vocational training to meet labor demand.
In addition, this year, agencies under the Department of Labor, War Invalids and Social Affairs have focused on providing vocational training and consultancy for over 10,100 people; and job recommendation in all sectors for over 9,400 people. Only 2,600 have been employed due to some reasons, including Covid-19 impacts, lack of requisite qualifications and skills.
The targets in the period 2021-2025 include 11,500 more are employed every year. Besides, the proportion of agricultural labor is less than 20%; the rate of trained labor reach 35-40%; 45% of employees get access to vocational training and consultancy from job recommendation centers; overall unemployment rate remains below 3%; the urban youth unemployment rate is below 7%; the rural youth unemployment rate is below 6%; proportion of unemployment and untrained rate drops down to less than 8% by 2030.
The Provincial People's Committee promulgated a plan on labor market growth support until 2030 in the province on November 29. The plan is to promote the comprehensive and sustainable labor market growth; creating a solid premise for the development of labor market factors; effectively mobilize and use resources to promote socio-economic development, shift labor structures, especially in agricultural and rural areas, ensure connection of labor in the province with other provinces and cities nationwide and abroad.
In order to accomplish the above targets, in the coming years, the department will focus on effectively implementing programs, schemes and plans on supporting job creation for specific labor groups; propose policies to attract and retain employees and talents working in key economic zones in the province, focusing on policies on housing, salary, bonus and living conditions of employees; provide professional development and training for newly graduated students as well as labor during their employment to advance their careers; motivate enterprises to get involved in work-based training, connect employment training with labor market demand and opportunities; promote insurance and security network for labor to meet living standards; obtain and maintain employment; and publicize work market information to organizations and individuals in various ways, according to Van Dinh Tri, Deputy Director of Khanh Hoa Department of Labor, War Invalids & Social Affairs.
