On January 26, leaders of Khanh Hoa Provincial People’s Committee and FPT Company signed an agreement on digital transformation cooperation towards promoting digital government, digital economy and digital society, period 2021-2025.
Determined to make breakthrough
In recent years, under the Resolution of the Ministry of Politics, the Government and direction of the Ministry of Information & Telecommunications, Khanh Hoa Province has focused on building a digital government, boosting information telecommunication application in administrative reform. Provincial leaders have directed digital transformation boost and gained satisfactory results. The provincial Party Committee has issued a resolution on digital transformation 2021-2025, vision till 2030.

At the agreement-signing ceremony, Nguyen Tan Tuan, Deputy Secretary of Khanh Hoa Provincial Party Committee, Chairman of the Provincial People’s Committee said, “The cooperation with FPT on digital transformation is to further boost the application of information technology and digital transformation and catch up with the social development trend, especially in flexible and safe adaptation to Covid-19. With the determination to make breakthrough in socio-economic development, taking advantage of digital technologies, I hope the cooperation will enhance the digital transformation.”
According to Nguyen Hai Ninh, Central Party Committee Member, Secretary of Khanh Hoa Provincial Party Committee, the signing of the agreement between Khanh Hoa Province and FPT marks a positive start in digital transformation cooperation. To promote the effectiveness of the cooperation, the two parties need to urgently develop a digital transformation plan, focusing on key and priority contents, especially building a digital government to support a digital economy and society. In the process of cooperation, it is necessary to closely follow the national digital transformation orientation, the digital government strategy and the actual situation of the province; follow policies and regulations related to digital transformation; ensuring the principles of publicity, transparency and compliance with the law; effectively utilize resources and favorable conditions of the parties to implement the cooperation contents; review and evaluate digital transformation cooperation results.
Towards to comprehensive cooperation
Based on the agreement, Khanh Hoa Province and FPT will implement 8 main contents. Specifically, the FPT will provide consultancy on relevant contents on digital transformation; consultancy on measures for the development of infrastructures and digital government; suggest piloting measures and solutions within the strength of FPT; support surveying, evaluating and providing consultancy related to digital transformation for local agencies with priority given to the implementation of a model of building a smart city in Nha Trang.
Khanh Hoa Province and FPT will cooperate in researching such indexes as provincial competitiveness index, digital transformation index, public administration reform index, public administration performance index, etc.; organize digital transformation events for businesses and households; research and evaluate the development of information technology zones in Khanh Hoa Province; provide training for leaders, cadres, staff, businesses, households and residents.
According to Pham Duy Loc, Director of Khanh Hoa Department of Information and Communications, Khanh Hoa Province and FPT will promote resources to boost digital transformation in Khanh Hoa Province. The digital transformation is carried out comprehensively from the provincial level to the grassroots level, from state agencies to residents and businesses. The goal of developing a digital platform is to increase the interconnectivity, thus improving the effectiveness and efficiency of management and administration of the Party Committees and authorities at all levels in the province.
The cooperation agreement is not only limited to the development of the digital economy, digital society, digital government, but also a basis for opening up comprehensive cooperation towards the goal of both promoting economic growth and improving life quality, according to Truong Gia Binh, CEO of FPT Joint Stock Company.
