Khanh Hoa - Buon Ma Thuot motorway investment procedures are being sped up by departments, agencies and localities in Khanh Hoa Province in coordination with the Project Management Board 6, the Ministry of Transport to be completed and submitted to the National Assembly for approval.

According to the report, the Khanh Hoa - Buon Ma Thuot motorway pproject has a total length of more than 117km, including 33km running through Khanh Hoa Province. The project is divided into 2 sections. The first running to the North-South motorway intersection to the east is designed to have 4 lanes, a cross section of 24.75m and a bridge suitable for the road gauge. The other has 4 lanes with a cross-section of 17m. The construction is designed to ensure suitability for topographical conditions and safety in operation and investment efficiency.

Pham Ngoc Bien, Deputy Director of Project Management Board 6 said that Khanh Hoa - Buon Ma Thuot Motorway Project is located in a mainly mountainous terrain with many long bridges and tunnels; therefore, the construction encounters some difficulties. Based on the current actual situation, the construction is scheduled to take 3 years. The expected project progress is as follows: project preparation in 2021 - 2022; technical design, estimation and site clearance and resettlement in 2022 - 2024; construction in 2023, completion and operation in 2026.

 
Land use purpose conversion 
 
Nguyen Tan Tuan, Deputy Secretary of Khanh Hoa Provincial Party Committee, Chairman of the Provincial People’s Committee has recently worked with the Project 6 Management Board and requested the unit to soon determine the route boundary to have accurate and specific data related to forest land and rice-cultivating land, and thus have land use purpose conversion plan for the project; consider areas for resettlement, building materials and waste during the work; and closely cooperate with local departments and localities to make a site clearance plan in accordance with the law.
 
According to a representative of Project Management Board 6, the management board has directed a consulting unit to investigate and prepare a report on land use purpose conversion and conduct a survey in coordination with the Department of Agriculture and Rural Development and the Forest Protection Department. The consulting unit has completed the dossier on land use purpose conversion in Khanh Hoa and Dak Lak provinces. Based on the updated map of forest 2021 by the Forest Protection Department, the area proposed for conversion of forest land to other purposes in Khanh Hoa is 41.59ha. The Project Management Board 6 has submitted an application for the land use purpose conversion to the Provincial People's Committee and Department of Agriculture and Rural Development.
 
According to Pham Ngoc Bien, in order to ensure conditions for the project feasibility study report to be approved, the management board proposed the Provincial People's Committee would direct departments and agencies to contribute ideas and provide consultancy for the Provincial People's Committee at the request of the Ministry of Planning and Investment. The province is to closely coordinate with the Ministry of Transport in the next steps to ensure the eligibility of project feasibility study report to be submitted to the National Assembly for consideration and approval of the investment policy before March 22.
 
In addition, according to the Government’s Decree 83/2020, land use purpose conversion has been approved in the project investment policy. The dossier of request for converting the forest land use purpose is included in the dossier of approval of investment policy in accordance with the law on public investment or the law on investment. Therefore, the management board requested the Provincial People's Committee to assign the Department of Natural Resources and Environment in coordination with the Department of Agriculture and Rural Development, the Department of Transport, and the People's Committees of districts and towns together with the management board and related units to assume the responsibility for assessing the need for forest and rice-growing land use purpose conversion and promptly submitting the report to the Ministry of Natural Resources and Environment for appraisal.
 
The total land area for the project is expected to be 938ha with 771 households affected and 593 households resettled. The total project investment is VND21,935 billion from public investment capital, including  VND16,110 billion for the period of 2021 – 2025 and VND 5,825 billion for the period 2026 - 2030.
