Local authorities in Khanh Hoa Province are making effort to promote digital transformation and ensure cyber security in 2022.

The digital transformation approach in Khanh Hoa in 2022 focuses on the following tasks: making information technology (IT) schemes, developing IT projects; performing IT tasks with digital transformation priority given to such fields as tourism, natural resources and environment, health care, agriculture and rural development; transport, education and training. Surveys are to be conducted on digital transformation projects and the localities of Nha Trang, Cam Ranh, Ninh Hoa and Cam Lam are to organize surveys and submit local construction schemes based on smart urban models to authorities for approval.
In the first session of the Steering Committee for Digital Transformation, Bui Xuan Minh, Director of the Department of Health said over the past time, IT has been applied in medical examination and insurance payment at district medical centers and provincial-level hospitals; access to suppliers of medicines in the province to control medical prescription and medicine sales. In the coming time, the health sector will focus on developing a platform to support remote medical treatment and connect the network of medical facilities in the province. In addition, the industry will deploy smart hospitals and e-health records to form a smart health care, disease prevention and medical management system based on digital technologies; improve the legal corridor to facilitate remote medical examination, treatment and prescriptions.
According to Vo Hoan Hai, Director of the Department of Education and Training, the education sector will build a specialized education and training database for storage and sharing with access to the specialized database of the Ministry of Education & Training. Besides, the sector will focus on building the province's management center for education and training to support education management; and enables education management applications to integrate with the education operation center.
As the standing agency of the Provincial Digital Transformation Steering Committee, this year, Khanh Hoa Department of Information & Communications is to perform 9 new tasks such as implementing the system to prevent the Provincial Data Center from targeted cyber attacks; improve technical infrastructures to serve shared software systems at the Provincial Data Center; purchase security scanning and monitoring tools for websites and data backup softwares; develop administrative procedure software for digitization; invest in IT infrastructures for digitization, data storage and sharing for administrative procedures handled online; upgrading infrastructures of the provincial portal, according to Pham Duy Loc, Director of Khanh Hoa Department of Information & Communications.
Accelerating the preparation for digital transformation scheme
On May 12, the Provincial People's Committee announced conclusion on digital transformation by Nguyen Tan Tuan, Deputy Secretary of Khanh Hoa Provincial Party Committee, Chairman of the Provincial People’s Committee, Head of the Steering Committee at the first session.
Accordingly, he requested the Department of Information and Communications to soon complete and submit a draft plan to the Provincial People's Committee for promulgation; agreed to allow the department to set up Khanh Hoa Provincial Digital Transformation Support Team to mobilize IT human resources to implement the province's digital transformation tasks. The sectors of Health; Education and Training; Tourism, Agriculture and Rural Development; Transport; Natural Resources and Environment and localities tasked with building smart cities were required to focus on speeding up the preparation for the digital transformation scheme, period 2021 - 2025 to soon submit it to the Provincial People's Committee for approval as a basis for implementation. The Department of Tourism was asked to coordinate with authorities of relevant ministries and agencies in implementing the tourism service business and management platform.
Local sectors and localities were also requested to apply advanced technology solutions to serve the digital transformation in management and administration, contributing to improving the efficiency and effectiveness of investment projects; and the Department of Information and Communications to coordinate with relevant agencies to propose an investment plan for the building of the Provincial Smart Supervision and Administration Center. The province spends from 1 to 1.5% of the total provincial budget expenditure for digital transformation and e-government and digital government development.
