Promoting foreign non-governmental aid mobilization

Khanh Hoa Provincial People’s Committee in partnership with the Friendship Organizations Union held a conference on promotion of foreign non-governmental grants 2022 on May 25. Present at the event were Le Huu Hoang, Standing Vice-Chairman of Khanh Hoa Provincial People's Committee and Nguyen Ngoc Hung, Head of the People's Aid Coordinating Committee, Vietnam Union of Friendship Organizations.
 
Many projects in need of funding assistance
 
The conference was held at Khanh Hoa Provincial People’s Committee and went virtually in many places nationwide with the participation of representatives of 12 foreign non-governmental organizations or NGOs together with 17 others attending online.

At the conference, the delegates listened to reports on projects in need of support from foreign NGOs. Leaders of the Department of Labor, War Invalids and Social Affairs proposed aid in projects on social issues, including equipment for caring for those with mental disorders and mental illness at Khanh Hoa Center for Social Support, Care and Rehabilitation with an estimated budget of VND5 billion; support for disadvantaged families and children in the 2 mountainous districts of Khanh Son and Khanh Vinh with an estimated cost of more than VND18.8 billion; and vocational training for workers with disabilities in the province with the proposed cost of VND5 billion.
 
Le Van Khoa, Deputy Director of the Department of Health proposed 2 health care projects, including sponsoring a 3-probe general ultrasound machine system to improve the imaging capacity at Dien Khanh District Health Center; and automatic biochemical machine and an automatic 23-parameter hematology analyzer at Khanh Son District Health Center.
 
Khanh Vinh District leaders proposed calling for aid for the construction of 3 new medical stations in Khanh Thanh, Cau Ba, Khanh Hiep communes and the Obstetrics Department of Khanh Le General Clinic with an estimated cost of VND40 billion; a new district Social Protection Center with a cost of VND50 billion. "Khanh Vinh District hopes to receive NGOs’ assistance to facilitate residents’ access to public services", said Ca Tong Thi Men, Vice - Chairperson of Khanh Vinh District People's Committee.
 
More opportunities
 
Representatives of foreign NGOs expressed interest in some of the projects mentioned above. Dinh Thi Ngoc Quy, Project Manager of Christina Noble Children's Foundation (U.K) said that the organization is aiming to promote education and community health support projects in central and northern provinces. “As a project manager, I see an opportunity for future cooperation based on the proposals by the Department of Labor, War Invalids and Social Affairs. The contents are suitable for our organization’s operation criteria,” she confirmed.
 
Nguyen Thi Thuy, a representative of the French Enfants d'Asie organization showed interest in projects focusing on supporting disadvantaged school children in Khanh Hoa; and hoped to soon get connected with the province and enjoy favorable conditions for the registration for such activities.
 
Provincial leaders pledged to facilitate foreign NGOs to develop projects in Khanh Hoa. Some suggestions included more projects to increase technical capacity, innovations in training and awareness improvement; boost in propaganda for existing projects to enhance the efficiency of projects in the province.
 
According to Nguyen Ngoc Hung, the conference brought some initial effectiveness. Suggestions on projects and feedbacks from organizations gave better understanding about the demand of the province and operation of foreign NGOs in Khanh Hoa, providing a link between Khanh Hoa Province and the organizations. He suggested the Provincial People’s Committee would assign the Department of foreign Affairs to cooperate with local departments and agencies to review and include more projects in need of assistance from foreign NGOs; assist in carrying out procedures related to foreign NGOs’ operation, surveying projects, extending licenses, etc. He hoped that the Provincial People's Committee as well as departments, agencies and localities would be more proactive in connecting and calling for aid from foreign NGOs. 

Le Huu Hoang, Standing Vice-Chairman of Khanh Hoa Provincial People's Committee: The province will create favorable conditions for foreign NGOs’ aid activities in the locality; reform administrative procedures in order to achieve higher efficiency in the aid work;  provide reciprocal resources suitable for each aid program and project. Provincial partners will continue accompanying foreign NGOs and sponsors to effectively implement aid activities. Foreign NGOs and sponsors are expected to give more priority to providing aid for Khanh Hoa and raising effectiveness of existing projects in the province.
