Border Defense agencies in Khanh Hoa Province have closed cooperated with the Party Committee and the government at all levels to boost propaganda for the Law on Vietnam Border Defense, turning the law into reality.
Widespread propaganda
Pursuant to the Provincial People's Committee’s Plan No. 411 dated May 17, 2021 on the implementation of the Vietnam Border Law, the Provincial Khanh Hoa Border Defense Force Headquarters has issued a plan to implement the law which specifies responsibilities and assigns tasks to departments and agencies. The Party Committees and commanders of departments and divisions of the Provincial Border Guard have proactively developed the plan effectively across the province.
Khanh Hoa Border Defense Force Headquarters have provided intensive training on the law and guiding documents for leaders of departments, divisions, socio-political organizations and relevant agencies at provincial to grassroots levels; The law has been propagated widely among civil servants and local residents.
Provincial Border Guard agencies have closely coordinated with departments, agencies and local authorities at district and commune levels to organize the implementation of new legal documents on national border management and protection and develop specialized forces; proactively coordinated with agencies and localities to promote propaganda for the scheme on "intensive training to propagate Vietnam's Border Guard Law and detailed documents in the period 2021-2025" to all Border Guard officers, soldiers, Party members and residents in the province. Propaganda has come in various forms via portals, social media such as Zalo and Facebook; loudspeakers, propaganda broadcasts, conferences, leaflets, etc., according to Colonel Nhu Mai Phao, a political commissar of Khanh Hoa Border Defense Force Headquarters.
In order to effectively propagate the law, especially in border areas with ethnic minorities, the Provincial Border Guard has directed border guards to join the Party Committee and local government’s effort to boost propaganda among officials, Party members and residents.
Promoting the youth's enthusiasm
During the Covid-19 pandemic, the Provincial Border Guard is in charge of the dual tasks of border defense and pandemic control with Trade Union members and young people playing a pivotal role. Apart from fulfilling border guard duties to prevent illegal entry and crimes, and contain the spread of the novel coronavirus, the youth of the Provincial Border Guard has cooperated closely with mass organizations to promote legal propaganda, dissemination and education in border areas, contributing to strengthening a strong and comprehensive grassroots political system.
Particularly, since the Law on Vietnam Border Defense took effective, Youth Union members have cooperated with local authorities, colleges and universities to organize many exchange programs “the Youth for the Homeland's seas and islands” with activities towards the national maritime boundary areas and islands; and signed a memorandum of understanding on cooperation. Especially, the coordination in promoting propaganda and dissemination of the Law on Vietnam Border Defense is identified as one of the key activities. Recently, Ninh Phuoc Border Guard and Youth Union members have coordinated with Nha Trang National College of Pedagogy to kick off the program "Youth for the homeland's sea and islands" in Ninh Phuoc Commune, Ninh Hoa Town.
The Party Committee and School Board of Directors will concretize the content of the agreement with specific educational activities; mobilize the participation of a large number of Youth Union members and young people to expand the campaign, especially to propagate the Law on Vietnam Border Defense to all officials, lecturers and students of the college, confirmed PhD. The Law on Vietnam Border Defense approved by the 14th Vietnam national Assembly on November 11, 2020 takes effective from January 1, 2022 and supersedes the 1997 Ordinance on the Border Guard. The Law on Vietnam Border Defense consists of 6 chapters and 36 articles defining policies, principles, tasks, activities and responsibilities of agencies, organizations and individuals getting involved in border defense for national territorial sovereignty and border security protection.
