Khanh Hoa Customs Department has issued a plan on digital transformation till 2025, vision to 2030 with many groups of specific targets and measures under the
General Customs Department’s digital transformation roadmap in customs procedures.
Taking steps toward modernization of customs procedures
Khanh Hoa Customs Department is in charge of State management of customs procedures in the 2 provinces of Khanh Hoa and Ninh Thuan with more than 300 businesses regularly carrying out cargo import and export procedures. Especially, in Khanh Hoa, sea ports, namely North Van Phong General Port, South Van Phong General Port, Cam Ranh Port, Cam Ranh international Port, the specialized port of Hyundai Vietnam Shipyard, the specialized port of Van Phong Bonded Petroleum Terminal have increasing volumes of cargoes to be handled.
Since 2019, the deployment of Vietnam Automated System for Seaport Customs Management (VASSCM) in the management of cargoes loaded and discharged at the ports has enhanced the inspection and supervision, thus reducing the time needed for customs clearance. This was one of the information technology applications deployed by Khanh Hoa Customs Department in the period 2016-2020.
Vietnam Automated Cargo And Port Consolidated System (VNACCS)/ Vietnam Customs Intelligence Information System (VCIS) and online public service of the Customs Sector have remained stable, facilitating customs clearance. Up to now, 100% of administrative procedures under the handling competence of Khanh Hoa Customs Department have been provided with online public services at levels 3 and 4.
Such applications as Ecustoms, VAT refund in VAT refund system for foreigners who purchase goods in Vietnam and carry on upon migration (VAT-RS system), app on the management of exports and imports; the one-door customs mechanism at seaports and airports; ASEAN one-door customs mechanism; 24/7 e-invoice; tax refund and exemption system have been upgraded, meeting the requirements of procedures of businesses and management of customs agencies.
Besides the information technology application in customs procedures, the Edoc customs has served the direction and management, helping to modernize the customs sector in general and Khanh Hoa Customs Department in particular. Striving to reach 100% of procedures handled online
According to Phan Thanh Son, Deputy Director of Khanh Hoa Customs Department, Under the General Customs Department’s digital transformation roadmap in customs procedures, Khanh Hoa Customs Department has issued a plan on digital transformation till 2025, vision to 2030 with many groups of specific targets and measures.
The key targets of synchronous digital transformation in the national and ASEAN one-door mechanism include customs procedures handed entirely in the digital environment between customs authorities and import-export enterprises; automatic management of customs operations in the digital environment before, during and after customs clearance; ensuring the management throughout the enterprises process of cargo export, import and transit; means of transport on exit, entry and in transit; 100% of customs procedures are digitalized and processed online; 95% of customs documents are converted into digital data; 100% of customs control dossiers are basically transformed into e-data toward digitization.
In addition, the department will promote digital transformation for import- export enterprises. 100% of common administrative formalities have online public service at level 4 handled on a variety of devices and integrated on the round-the-clock National Public Service Portal.
According to the leader of Khanh Hoa Customs Department, to achieve the goals, the agency has proposed 8 groups of solutions such as improving the legal environment; promoting communication, raising public awareness, increasing interaction with customers and businesses; ensuring resources for digital transformation… The unit has established a Digital Transformation Steering Committee to direct, organize and implement digital transformation in accordance with the progress of the General Department of Customs.
