Under the Government's Project 06 on enhancing the application of application of population database, e-identification and e-authentication in national digital transformation in the period of 2022-2025, with a vision to 2030, the Khanh Hoa Public Security’s Department for Administrative Management of Social Order has boosted processing of administrative formalities and public service online to facilitate residents and businesses, meeting the demand for digital transformation among police officials.
Effective application
Nguyen Thuy Nhu Anh (Nha Trang Hotel Joint Stock Company) applied to the Provincial Public Security’s Department for Administrative Management of Social Order for renewal of the certificate of satisfaction of security and order conditions for her business. She was guided to carry out administrative procedures on the Ministry of Public Security’s Public Service Portal. It took her only 15 minutes to complete the procedure online, saving much time.

Since the beginning of the year, many individuals and organizations have praised the online administrative service. Senior Lieutenant Colonel Le Phuong Hong, Chief of the provincial Public Security’s Department for Administrative Management of Social Order said that the department has provided counseling for the Board of Directors of the Provincial Public Security to implement the tasks of Project 06 effectively and on schedule, especially providing online public services. 100% of administrative procedures are available to be handled online
Out of 25 groups of basic public services available on the National Public Service Portal, the provincial police sector has launched 11/25 public services. Since late February 2022, the Provincial Public Security has deployed 11 essential public services. The Administrative Management Police are in charge of 8 services in such areas as residence registration and management; issue of citizen identification; management of business establishments subject to security and order conditions and seals.
Apart from online public services, the Provincial Public Security’s Department for Administrative Management of Social Order has received registration dossiers for granting e-identity accounts to citizens; provided online public service training for the administrative management police force of districts and towns and the police of communes, wards and townships. Police of districts and towns have used apps serving the reception and settlement of administrative procedures.
Boosting propaganda
However, users of online public service are still limited. Since March 2022, nearly 11,969 residence registration dossiers; 51 applications related to identification cards and 20 in business sectors subject to security and order conditions and seals have been submitted online.
According to Senior Lieutenant Colonel Le Phuong Hong, some residents are not aware of the benefits of online public service and many are familiar with submitting dossiers in person, so the rate of users of online services is not very high.
The police have joined propaganda to raise public awareness of the benefits of carrying out administrative procedures on the online public service portal. In addition, local administrative management police of districts and towns and the police of communes, wards and townships have also actively propagandized the online public service among residents and businesses. Besides, local agencies and authorities have promoted propaganda via loudspeakers, banners, leaflets, posters, etc.
In the coming time, the provincial administrative management police will promptly take measures to increase users of online public services, especially online public administrative services at levels 3 and 4.
