India is among leading countries in terms of technological advancements with digital transformation and smart city solutions applied for a long time. Khanh Hoa Province is seeking cooperation opportunities with India in digital transformation, which is considered as a suitable step in the current situation.
Initial cooperation opportunities
On the working trip to India in September, the provincial delegation led by Le Huu Hoang, Standing Vice-Chairman of Khanh Hoa Provincial People's Committee paid a visit to Indian Institute of Technology, one of India’s leading institutes in information technology. The provincial leader suggested cooperation with the institute in some sectors such as highly-skilled information technology training for provincial technology transformation; digital transformation and smart city development solutions; development, management and exploitation of large databases, especially open data and public services for residents and businesses; supporting development of IT parks in the province; and professional training, especially at postgraduate level.
The IT assistance provided by India for Vietnam in general and Khanh Hoa in particular has been recorded for many years with the opening of the Center for IT and Foreign Language (Telecommunications University) in early 2015. The Center is for training and fostering high-quality human resources in the field of IT; boosting software innovations; developing and providing IT services locally and internationally.
In particular, in order to adapt to the new situation, take advantage of the opportunities of Fourth Industrial Revolution or Industry 4.0, and get involved in the digital transformation program, the Center for IT and Foreign Languages together with its partners established Khanh Hoa Center for Digital Transformation and Technological application expected to provide digital transformation and smart city solutions in the coming time.
Khanh Hoa Provincial People’s Committee in cooperation with the Consulate General of India in Ho Chi Minh City held a seminar to promote cooperation and share digital transformation and smart city development solutions and experience with India. Speaking at the workshop, Dinh Van Thieu, Vice-Chairman of the Provincial People's Committee hoped that agencies, organizations and businesses in the province and India would exchange digital transformation and smart city development solutions, facilitating mutual understanding of potentials and strengths in IT; form channels of IT cooperation connection, investment and promotion, especially through digital platforms, digital infrastructures, human resource training and technological transfer.
Reliable partner
According to Nguyen Van Hien, Deputy Director of the Department of Information and Communications, in the coming time, the province will focus on implementing some major digital transformation tasks. Specifically, the province will promote comprehensive digital government with key projects to create a foundation for the province's digital transformation and smart city development; focus on developing Nha Trang smart city pilot model, form an ecosystem of smart urban governance, tourism, education, healthcare and traffic based on digital technology; ensure information safety and security by investing in a monitoring and operating center connected to an information safety monitoring and management support system for the digital government; develop human resources through digital transformation and digital government development training for public staff; promote the development of digital technology enterprises to create high-quality products and services; strengthen digital transformation support for businesses, especially small and medium ones in the province.
To accomplish the above tasks, the province hoped Indian universities, research institutes and organizations would strengthen cooperation with local universities and the Provincial People's Committee in the establishment of IT centers and research institutes; India would introduce advanced technology solutions successfully applied in India and are similar to the smart city development pilot model in Khanh Hoa, especially smart city management urban environment and infrastructure management solutions; provide public and essential services. The province called for Indian corporations and technology enterprises’ research and investment in Van Phong Economic Zone and industrial parks which are operating stably.
According to Madan Mohan Sethi, Consul General of India in Ho Chi Minh City, India’s achievements in digital Transformation are thanks to the government’s initiatives and favorable policies on push for digitalization. India is always willing to cooperate, support and share with Khanh Hoa Province in the implementation of digital transformation tasks. Consulate General of India in Ho Chi Minh City will forward Khanh Hoa Province’s proposals to specialized agencies, investors and businesses in India for more specific research and survey for effective cooperation.
