The Ministry of Public Security and the Central Committee of Vietnam Fatherland Front issued a cooperation program No. 09 on strengthening “All people protect national security” campaign in the new situation on August 1, 2013. After nearly 10 years of implementation in Cam Lam District, the cooperation program has proved effective.
Annually, the 2 agencies develop a plan to implement the Program No. 09; direct 100% of police of communes and townships to coordinate with the Fatherland Fronts at the same level to develop implementation plans. The content is linked with the implementation of the guiding documents of the Party, the State, the Government and the Party Committees and local authorities on ensuring Public order and security; preventing and combating crimes and social evils; developing the “All people protect national security” campaign.

The district police and Vietnam Fatherland Front Committee regularly launch propaganda to raise public awareness of vigilance and prevention against opposing and hostile forces and social evils; recently, propagandize members and locals to abide by the law to protect themselves from being enticed into wrong doing, and ensure security during the idea collection for Cam Lam new urban area planning project. In addition, 2 agencies coordinated to recognize 55 villages, 16 residential groups, 2 agencies, 9 businesses and 49 schools meeting the "Safety and security" standard in 2022; coordinate to provide consultancy for the settlement of conflicts, disputes and strikes.
In 2022, the two agencies have coordinated to build 5 new self-managed security models, namely “fire control and rescue" group in Cam Hai Tay and Cam Hoa Communes; "surveillance camera, ensuring security" in Cam Phuoc Tay Commune, Suoi Tan and "People's patrol" in Cam Hai Tay Commune. Cam Lam currently has 28 self-managed security models. The two partners have also coordinated to guide 55 villages, 16 residential groups, 13 communes, 1 town, 9 agencies, 2 businesses, and 16 schools to register for meeting "Safety and security" standards.
Moreover, the district police and Fatherland Front Committee took 515 visits and presented 87 gifts to dignitaries and prestigious individuals in religions; gave 44 gifts to reputable ethnic minority people; thereby propagating and mobilizing religious communities and ethnic minorities in the district to get involved in the fight against crimes and social evils and develop the “All people protect national security” campaign.
According to Huynh Uy Vien, Chairman of the Fatherland Front Committee in Cam Lam District, Cam Lam District has closely linked the “All people protect national security” campaign with the implementation of patriotic emulation campaigns, etc., especially the movement “All people unite to build up cultural life” to gain achievements in the implementation of Program No. 09 jointly developed by the Ministry of Public Security and Vietnam Fatherland Front.
In 2022, the 2 agencies have coordinated to motivate several members and locals to participate in the management and education of individuals likely to commit crime; persuade 3 wanted persons to surrender; launch mobile propaganda for regulations on firecracker management and use, etc.
