Khanh Hoa Department of Transport has issued a plan on passenger transportation service during the coming New Year and spring festive holiday 2023.

The festive holiday service lasts for 20 days on January 12-31, 2023 or from the 21st day of the last lunar month to the 10th day of the first lunar month of 2023. According to Nguyen Van Dan, Director of Khanh Hoa Department of Transportation, as the Covid-19 pandemic is currently under control, the travel demand during the Lunar New Year holiday is expected to increase by 40-50%. To meet the travel demand hike while minimizing traffic congestion to assure travel convenience and safety during year-end trips back home, the department has built a detailed plan on transportation, particularly by road.

The department has many solutions, requiring businesses and agencies to assure sufficient vehicles to meet the festive travel demand; build response plans for any emergencies; and ensure compliance with Covid-19 control regulations. Businesses are not allowed to increase fares during the coming Lunar New Year Day without permission from authorities.

The Department has required authorities to regulate traffic flows to minimize traffic jams to assure travel convenience and safety on roads and at coach stations, railway stations and the airport; enhance inspection to deal with any violations during year-end trips back home for the holiday.

Fixed route transport businesses need to assure sufficient vehicles, including standby ones for the holiday service. Passenger transport vehicles are required to undergo testing quality assessment to assure safety. Seats are numbered and equipped with fire extinguishers and emergency hammers.

Transport businesses and collectives must make detailed passenger transportation plans on each route to help promptly prevent passenger overloading. In case of drastic hike in travel demand exceeding capacities, businesses are required to quickly report to the Department of Transport for solutions with additional travel businesses mobilized to get involved in the passenger transport service.

Moreover, businesses are instructed to abide by the Road Traffic Law, defining limited driving time, not exceeding 10 hours/ day and not 4 consecutive hours, with at least 2 drivers on duty on the route more than 300km or 10 hours of travel.

Experience of at least 2 years driving vehicles with 30 seats or more is required to drive double decker buses. Drivers and their assistants must abide by the Traffic Law, conduct positive attitudes; avoid alcohol use before, during and after the drive; and follow drive schedules, especially on sleeper buses with night service.

Furthermore, transport businesses are to maintain the operation of journey monitoring devices, storing and transmitting travel data as required; arrange staff to monitor data from journey monitoring devices to quickly solve problems encountered on roads.

Transport businesses having contracted tour buses must meet regulations and report the contracts to the Department of Transport as prescribed with priority given to contracts on carrying soldiers and workers back home for their Tet Holiday celebration.

Inland waterway passenger vessels must satisfy safety regulations and technical standards. Vessels are not permitted to leave the ports when safety is not guaranteed due to adverse weather conditions; and they must strictly follow the authorities’ instructions. Drivers, crew and staff onboard must abide by the Traffic Law, get passengers into their life jackets and foul weather gear; take the right seats and obey ship regulations. Vessel overloading is forbidden.
