Nguyen Tan Tuan, Deputy Secretary of Khanh Hoa Provincial Party Committee, Chairman of the Provincial People’s Council; and Dinh Van Thieu, Vice-Chairman of the Provincial People's Committee presided over a meeting on innovation of 2-4 Square on February 16.
According to Nha Trang City People’s Committee, 2-4 Square is a venue for events and festivals. Tram Huong Tower has been innovated. To ensure synchronous architecture of 2-4 Square, Nha Trang City People’s Committee has processed plans on the innovation of the 2-4 Square with the focus on the construction of a new flagpole and square name sign.
At the meeting, Nha Trang City People’s Committee has submitted plans to relocate the flag pole and the name sign of the square. According to the plan 1, the flagpole will be relocated close to the beach, opposite the Provincial Conference Center. The flagpole basement includes 9 steps, 2.4m high in a stylized boat form. The flag pole, 16.8m high, with the basement is 19.2m high (lower than Tram Huong Tower). According to this plan, two parterres close to Tran Phu Street sidewalk will be replaced with lawn and the sign name of Square 2-4 (opposite Nguyen Thi Minh Khai Street). The total funding of the plan is expected to be VND8.8 billion.
According to the plan 2, the flagpole basement has 5 steps, 1.8m high. The flag pole, 16.8m high, with the basement is 18.6m high. The total funding of the plan is expected to be VND4.6 billion. The plan 3 is similar to the plan 2 but the flag pole basement is built in an area of the 2-4 Square with steps down to the beach. The total funding of the plan is expected to be VND8.95 billion.
Nguyen Sy Khanh, Chairman of Nha Trang City People's Committee said the advantage of plan 3 is that flagpole is relocated close to the beach so as not to obstruct the view and create more space for organizing events and festivals. The plan scale is suitable and commensurate with the square area. In addition, it is possible to use a combination of flagpole basement and stage area for events. The flowerbed close to Tran Phu Street is replaced with the lawn to create more space with connection between the square and the Provincial Convention Center while ensuring the separation from Tran Phu Street sidewalk.
After listening to ideas and suggestions, Nguyen Tan Tuan approved the plan 3 for upgrading the 2-4 Square. However, Nha Trang City People’s Committee noted the flagpole basement must be lowered to 1.6m to create convenience for flag ceremonies. Built-in lighting on the two sides of the flag pole is needed to keep the flag illuminated in the evening. Besides, new stone road paving in some sites together with in-pavement lights are needed at the 2-4 Square to set the ambiance to attract locals and visitors. Nha Trang City People’s Committee was requested to call funding from the community to ease financial burden on the city budget.
