The second preliminary round is participated by 40 teams which were divided into eight groups of five teams. Vietnam team is in group F together with Iraq, Thailand and Indonesia. However, Indonesia team was banned by FIFA since June; therefore, there are only four teams in group F.
Reportedly, at this round, the teams compete in a double round-robin format to select eight group winners and four best runners-up to join the qualifier round 3 of World Cup 2018 and final round of Asian Cup 2019. Four bottom ranked teams having the worst achievements are eliminated from the tournament. The others take part in the third preliminary round of AFC Asian Cup 2019 which will include six four-team groups. Two winners of each group will have ticket to enter the final round.
