Attending the opening ceremony was Nguyen Tan Tuan, Permanent Deputy Secretary of Khanh Hoa Provincial Party Committee, Chairman of Khanh Hoa Provincial People's Council.

The festival is joined by more than 300 players who are officials and staff from 20 agencies in the bloc. The players compete in five events: badminton, table-tennis, Chinese chess, tennis and tug of war.
