Eighteen teams are divided into three groups. Teams of group A play in Viettel Sports Center (Hanoi); group B in Khanh Hoa; group C in Thanh Long Sports Center (Ho Chi Minh City). The two most excellent teams of each group together with the best third-place team will qualify for the final round which takes place in Binh Dinh Province from March 22 to April 1, 2017.
