The tournament adopts a single round robin format. Eight participating teams from eight localities in the province are divided into two groups. The top two teams of each group will qualify for the semi-finals.

Through the tournament, the organization committee will also select the most outstanding players for the provincial beach football team at the National Physical Exercise and Sports 2018.
