The tournament was held in Quang Ninh Province from December 10 to 22 with the participation of many strong teams in the country, such as Binh Duong, Binh Phuoc, Da Nang, Ba Ria Vung Tau, Binh Dinh, Hanoi, Ministry of Public Security, and Quang Ninh.
