The tournament is played by eight teams of Nha Trang City, Cam Ranh City, Van Ninh District, Ninh Hoa Town, Dien Khanh District, Khanh Vinh District, Cam Lam District and the provincial Youth Union.

The teams are split into Group A and Group B, competing in a single round-robin format. The first and second places of each group will enter the semi-finals.

The tournament is an event of the provincial 9th Sports Festival. It ends on December 2.
