The tournament is joined by 12 teams from the districts, cities and clubs in the province. The teams are split into three groups and play two grounds. The first round will decide six first-placed and second-placed teams and two best third-placed teams of the groups based on their points. In the second round, the eight qualified teams will compete with each other in a knockout format to decide the teams for quarter-final, semi-final, and final matches.
