Vietnam is an attractive destination to foreign tourists with more than 3.5 million in the first half of 2013. However, there are still some complains from foreign tourists about the country's tourism such as solicitation, theft and defraudation. To protect the image of a safe and friendly country, the Prime Minister has recently issued Directive 18 on intensifying tourism environment control to ensure security and safety for tourists.
In this directive, responsibilities of the People's Committee of provinces and cities are stipulated with 8 contents. As an attractive tourist destination, Khanh Hoa Province has applied some of them since many years. In 1999, the province established a management board for the tourism development program to deploy the local tourism activities. In 2002, the province adopted the project Security and order protection in tourism. Then, the police have coordinated closely with the local departments in intensifying guarding tourists. Peddling on Nha Trang beach have been restricted. In 2007, tourist information stations were set up to support tourists. The province also has specific measures to try tourist solicitation and decoy-duck or manage particular tourist products such as diving or mud bath.

The activeness in protecting tourism environment has brought positive results for Khanh Hoa Province. The number of foreign tourists to Khanh Hoa Province has risen year by year. According to the provincial Department of Culture, Sports and Tourism, the number of Russian tourists to the province so far this year has reached 130,000, a 160% increase over 2012 while the number of Korean and Australian tourists have risen by 60% and 40%, respectively.
With many efforts to make good shortcomings in tourism, Nha Trang – Khanh Hoa has been well-known as a friendly and safe destination. Implementing Directive 18 by the Prime Minister, Khanh Hoa Province will control tourism environment more strictly to ensure security and safety for tourists.
