Nha Trang City People's Committee has just issued a document to implement the plan to collect the community’s opinions for the zoning planning (1/2000 scale) of Hon Tre Island - Hon Mot Island, Vinh Nguyen Ward in Nha Trang City.
Creating landscape highlight on Nha Trang Bay
The area of Hon Tre - Hon Mot is 3km southeast of Nha Trang Port. The scope of the study includes the entire island and adjacent water surface about 100m from the water edge. The planning area is nearly 1,350ha of land on Hon Tre Island and 48.3ha on Hon Mot Island. The adjacent water surface area of the two islands will be specifically studied in the planning stage, based on the planning for areas using water surface. Hon Tre and Hon Mot islands will be planned as urban centers of tourism with clusters of ecological attractions; relaxation and entertainment service, conferences and seminars meeting international standards on the basis of conservation and promotion of natural landscape and environment and the existing urban cultural and residential area in harmony with marine tourism. The plan will look to promoting the most of the natural conditions, enhancing the urban landscape of sea and island tourism, highlighting urban landscape on Nha Trang Bay; and turning the cluster of islands into a luxurious and modern urban tourist center in harmony with the natural landscape and environment.
According to the planning explanation, the 1/2000 scale zoning plan for Hon Tre - Hon Mot is required to be consistent with the development orientation of the approved socio-economic planning and the general planning of Nha Trang City; develop a development vision as a strong motive for socio-economic promotion for the whole region, connecting with the urban spatial structure of sea and island tourism, in harmony with the general landscape. The master plan also concretizes the adjustment to Nha Trang City master planning till 2025 approved by the Prime Minister in 2012 on the basis of reviewing and adjusting the previously approved detailed 1/2000 scale construction planning of Hon Tre Island to adapt to the current situation.
Establishment of planning tasks needed
Reportedly, after more than 10 years of implementing the Nha Trang City master adjustment planning by 2025, the city's socio-economy has experienced great changes. It is essential to relieve pressure on the urban center due to urban population growth; and develop luxurious resorts. The planning has also reached the deadline for being evaluated in terms of effectiveness and feasibility in the current socio-economic situation.
Specifically, within the boundaries of Hon Tre and Hon Mot islands, many tourism projects, resorts and villas are operating effectively. Many constructions are underway pursuant to detailed 1/500 scale planning approved by the Provincial People's Committee in accordance with the orientation of the detailed 1/2000 scale construction planning of Hon Tre Island approved in 2007 but no longer consistent with Nha Trang City master planning approved by the Prime Minister in 2012. Besides, Hon Mot Island has been oriented for development in Nha Trang City general planning, but the 1/2000 scale zoning planning has not been made for management.
Furthermore, the adjustment to Nha Trang City general planning by 2040 is being made, which is a basis and premise for conducting research synchronously in a new direction. Therefore, the establishment of the tasks of 1/2000 scale zoning planning on Hon Tre - Hon Mot is necessary to create a premise for the investment and construction of projects matching the city's general development orientation and ensuring flexible adaptation to changes in the period 2021 - 2025.
The City People's Committee has assigned Vinh Nguyen Ward People's Committee to post up information about collecting residents’ opinions about the planning tasks. Any relavant ideas and opinions are welcome at the Urban Management Department from now until December 10.
According to Nha Trang City Urban Management Department, the average height planning on Hon Tre Island is 5 floors; The maximum height is 20 storeys, only applied to hotels and main service structures of 8 clusters of tourist centers on Hon Tre Island. The average height on Hon Mot Island is 3 storeys; The maximum height is 5 storeys, but only applied to main service and hotels on Hon Mot Island. The maximum combined construction density on the both islands is 25%.
