Khanh Hoa’s 2023 PAPI index increases 8 places, ranking 8/61 nationwide

The Centre for Community Support Development Studies under the Vietnam Union of Science and Technology Associations and United Nations Development Programme in Vietnam announced the 2023 Viet Nam Provincial Governance and Public Administration Performance Index (PAPI) report on April 2. Accordingly, Thua Thien Hue Province has the highest 2023 PAPI index. In terms of scores, Khanh Hoa Province's 2023 PAPI index increased 8 places, ranking 8 out of 61 nationwide (data for Binh Duong Province and Quang Ninh Province haven’t been available).

According to the 2023 PAPI report, Thua Thien Hue Province tops the PAPI 2023 rankings with a total score of 46.0415. Khanh Hoa Province has a PAPI index of 44.9419 points, ranking 8th, up 8 places and up 1.50 points compared to the PAPI 2022. All 8 content indexes of Khanh Hoa increase compared to 2021. Especially, with 5.8761 points, the province tops the “Transparency” content index.

With this result, Khanh Hoa continued to maintain high place in the PAPI rankings and basically achieved the goal in improving and increasing the province’s PAPI in 2023, issued by the Provincial People's Committee on June 20, 2023.

PAPI is the largest sociological survey in Vietnam on the effectiveness of administration, policy implementation, and public service delivery based on citizens’ assessments and experiences. The PAPI 2023 report was made based on the direct feedbacks of 19,536 voters nationwide, including 8 content indexes: participation of at local levels, transparency, vertical accountability, control of corruption, public administrative procedures, public service delivery, environmental governance, and e-governance.
