Khanh Hoa Province People's Committee has just issued Plan to accelerate investment in technical infrastructure, attracting secondary investment in industrial clusters. Thereby, it will create motivation for economic development, realizing the goals of Resolution No. 09 of the Politburo on building and developing Khanh Hoa province till 2030, with a vision to 2045.
Attention to investing in industrial clusters
According to the planning of Khanh Hoa province for the period 2021 - 2030, vision to 2050 approved by the Prime Minister on March 29, 2023, in the province there will 14 industrial clusters with a total area of 669 hectares. Now, there have been 9 industrial clusters established with a total area of more than 362.6 hectares (7 industrial clusters invested in infrastructure by enterprises with a total area of nearly 278.4 hectares; 2 industrial clusters invested with State budget capital with a total area of nearly 84.3 hectares). Of these, 6 industrial clusters have come into operation, reaching an occupancy rate of about 78%; 3 industrial clusters have been established but have not invested in technical infrastructure due to difficulties and obstacles in planning, site clearance and resettlement support. Currently, operating industrial clusters have 80 industrial and handicraft production and business establishments, creating stable jobs for about 4,440 workers.

Nguyen Sanh Duong - Deputy Director of the provincial Department of Industry and Trade said that according to the planning, there are 5 industrial clusters in the province that have not yet been established with a total area of more than 196.8 hectares. In order to promote investment in technical infrastructure and attract secondary investment, contributing to creating jobs for local workers as well as shifting economic structure and socio-economic development, the Department of Industry and Trade has proposed the provincial People's Committee to issue a Plan to accelerate investment in technical infrastructure and attract secondary investment in industrial clusters; thereby, accelerating investment progress, completing infrastructure of established industrial clusters, creating favorable conditions to attract investment, and relocating production facilities to industrial clusters, meeting requirements for production development, industry and handicrafts, solving environmental pollution problems in the province, meeting the goal of focusing on removing difficulties and obstacles; stepping up promotion and attraction of investment in infrastructure development and secondary investment projects in industrial clusters according to approved planning to soon put into operation.

According to the plan, the provincial People's Committee requires relevant departments and branches to focus on removing difficulties and obstacles arising in the process of investment in building technical infrastructure of established industrial clusters, such as: Dien Tho ( Dien Khanh district), Trang E 2 (Cam Lam district), Ninh Xuan (Ninh Hoa town) to soon start construction, complete the technical infrastructure system, improve land use efficiency; striving to basically complete site clearance and deploy construction investment for these industrial clusters by the end of 2024.

The plan also aims to increase the attraction of secondary investors into industrial clusters that have completed technical infrastructure. Specifically, Song Cau Industrial Cluster (Khanh Vinh district) strives to reach about 45%; Khatoco Ninh Ich Industrial and Livestock Cluster (Ninh Hoa) will reach about 75% in 2024. At the same time, the technical infrastructure of established industrial clusters will be soon completed (including internal traffic works, sidewalks, trees, water supply, wastewater collection and treatment, solid waste, fire prevention and fighting, power supply, public lighting, internal communications and other technical infrastructure works serving the general activities of the industrial clusters); 100% of industrial clusters have wastewater treatment stations that meet corresponding national standards or technical regulations.
To complete the above goal, the provincial People's Committee has proposed key tasks and solutions, such as reviewing, adjusting and supplementing preferential policies for investment in industrial cluster development in accordance with the real situation; accelerating the implementation of construction plans and mobilizing maximum investment capital for infrastructure of industrial clusters. the Provincial People's Committee has also required departments, branches and localities to synchronously implement solutions on land recovery, speed up compensation and site clearance; pay attention to environmental protection, labor resources...
