Building Ninh Hoa into a modern, smart industrial urban area

Khanh Hoa Provincial People's Committee has just approved the Project to adjust the Master Plan of Ninh Hoa town to 2040. The plan is of great significance, creating momentum for Ninh Hoa to develop, orienting itself towards becoming a modern, smart, and sustainably developed industrial urban area.

Urban development associated with logistics and green growth

According to Nguyen Thi Hong Hai - Chairwoman of Ninh Hoa Town People's Committee, this adjustment of the master plan is of great significance to the development of the locality. The plan orients urban development associated with logistics, making the most of the advantages of connecting traffic such as highways, Nam Van Phong port, and the Central Highlands region. At the same time, Ninh Hoa will develop in the direction of green, smart growth and sustainable development, with synchronous investment in technical infrastructure and social infrastructure, creating a strong momentum for the local socio-economic development.

According to the project, the total planning area is about 117,941ha, including 116,466ha of natural land in the whole town and 1,465ha of sea surface area in Van Phong Economic Zone. The planning aims to build Ninh Hoa to meet the criteria of a type III urban area by 2030 and continue to complete these criteria by 2040. The town has a strategic location, is a traffic hub for roads, waterways, and railways, and has the ability to connect air routes with the region and the whole country, promising to become an attractive destination in the north of Khanh Hoa province.

According to the plan, Ninh Hoa will be a modern industrial city, playing the role of a core urban area in the north of the province; a center for marine industry, shipbuilding, supporting industry, and processing of marine products; a regional seaport and logistics center; a mixed service and trade center; a research and product innovation center; a regional, national, and international tourism center; a regional medical, education, and training center; a trade hub connecting Khanh Hoa with the Central Highlands and the South Central Coast.

Zoning of development areas

According to the plan, urban space is divided into many development zones. Accordingly, the existing Ninh Hoa urban center area will be renovated and embellished to form a bustling urban space, develop high-value land plots, and be associated with quality public spaces. The Dinh riverside street will organize a space to encourage service and tourism development; some areas will be built with high-rise buildings to create urban aesthetics and improve land use efficiency.

In addition, new construction areas will be planned to interweave existing areas, ensuring the connection of technical and social infrastructure, without negatively affecting the quality of current infrastructure. At the same time, continue to complete the technical infrastructure system: renovate and upgrade main traffic roads, social infrastructure; underground lines, technical pipelines, towards modern urban development.

The northern sector focuses on developing transit ports, general ports, industrial complexes, warehouses; and exploiting the advantages of deep-water ports. This sector is oriented to develop multi-functional urban spaces, forming a sustainable industrial ecosystem combining industry - tourism - trade - urban - aquaculture.

The southern region forms a new national and international urban service and tourism area. Nha Phu lagoon will be the center connecting functional areas to create an urban development area with identity and high economic value; organizing the main road axis towards the sea, arranging key works, regional works; determining development scenarios suitable to the terrain.

The western sector is oriented to become an ecological urban area, reserving urban and industrial development after 2030, linked to the external traffic axis; developing residents around industrial parks and clusters to attract workers; investing in a convenient traffic system connecting areas; developing ecological urban areas along rivers and water surfaces.

In addition, riverside and mountainside ecological areas will be developed into tourist, service and ecological urban areas associated with exploiting the sea view and the central plain view. The planning requires maintaining the stability of the terrain, protecting the mountain ecosystem, and not building in areas at risk of landslides. In safe places, only commercial and service land will be planned for new projects in an environmentally friendly direction, in harmony with nature, and ensuring a maximum construction density of no more than 10%.

The total population of the town by 2030 is expected to be about 335,000 people, and by 2040 about 450,000 people. Ninh Hoa will be divided into inner and outer urban areas, of which 13 key functional areas are identified as investment attraction areas.
