Removing paper and digitalizing medical records

Electronic medical records are one of the important contents of digital transformation and implementation of Project 06 in the health sector. Same hospitals and medical centers in Khanh Hoa have deployed electronic medical records, facilitating medical examination and treatment, contributing to improving service quality and patients’ satisfaction.

Dien Khanh District Medical Center receives 350-400 outpatients and about 200 inpatients every day on average. Paper-based medical records have been transmitted to digital ones completely processed on computers, allowing medical staff, more time to focus examination and treatment. Besides, a transition from paper to Electronic Health Records has numerous benefits, including better communication and information exchange related to prescription, examination, etc.

Nguyen Minh Hieu, Emergency and Intensive Care Department, Dien Khanh Medical Center, said, “The app helps medical examination and prescription are faster, shortening 2/3 of the patient's waiting time." Specialist Doctor I Nguyen Thi Dieu Huong, Deputy Director of Dien Khanh District Medical Center said, “Electronic medical records are a breakthrough in applying information technology (IT) to health care digitization. The center is one of the units piloting the approach. The center had also used many apps in medical examination and treatment, so, the center's medical staff are quite familiar working with electronic medical records."

The Provincial Mental Hospital has also deployed many digital transformation solutions, applying IT to medical examination and treatment such as Software solutions for medical examination and treatment management; testing management software; imaging diagnosis management software; online register app... In particular, in early September, the hospital deployed electronic medical records for the hospital and 100% of the staff have digital signatures for medical records. The hospital is in the process of replacing all paper medical records with electronic ones.

Electronic medical records bring about positive changes in all management activities and patient health care. This is also an inevitable trend to improve the quality of medical examination and treatment to improve patients’ satisfaction. However, according to leaders of hospitals and medical centers, the implementation of electronic medical records requires much funding to invest in IT systems.

Specialist Doctor II Le Van Khoa - Director of the Department of Health said that in addition to the above difficulties, many medical facilities currently lack internal human resources to apply IT in digital transformation. Digital transformation can pose information security concerns.

Although still facing difficulties, the provincial health sector is implementing activities under the Project "Developing applications for population, e-identification and e-authentication for national digital transformation in the period of 2022 - 2025, with a vision to 2030" in the province (or Project 06 in short) to serve national digital transformation in the period of 2022 - 2025, vision to 2030) associated with digital transformation, in which the sector focuses on deploying electronic medical records at hospitals and medical centers.

The Provincial Psychiatric Hospital and Dien Khanh District Medical Center have got involved in the pilot operation. As part of the investment policy of the Project "Smart Hospital Management Information System", Yersin Nha Trang General Hospital and the Provincial Oncology Hospital are going to move towards implementing electronic medical records.
